Snorkeling here comes with art attached, which no other spot on this list can claim: the 500+ sculptures of the MUSA Underwater Museum share the water with living reef and turtles that show up nearly year-round, inside a protected zone with no public access by land, reached by boat on a tour.
Playa Norte itself is very shallow and has no reef, so it isn't a snorkel spot from shore. What earns it a place on this list is the island: local tours leave from the Isla Mujeres dock for Garrafón, El Farito and MUSA, and when you get back you have the calmest beach in the area to relax on.
To be clear: Caracol has no reef nearby and visibility is limited, so you won't see much marine life here. It's useful for something else: its sheltered bay has calm, shallow water for trying a mask for the first time before a tour, and if you didn't bring gear, you can rent it right there.
Tortugas isn't a snorkel spot so much as the gateway to one: this is where operators put together full-package trips to Isla Mujeres, gear, food and open bar included, for anyone who'd rather let someone else plan the day.
